Stephen Cheung

Prior to his current role, Stephen was the Secretary General of International Trade and Foreign Affairs for Los Angeles Mayor Eric Garcetti, and was responsible for managing policies and programs related to the Port of Los Angeles, Los Angeles World Airports, International Affairs and Global Trade. In this role, he was the lead organizer for Mayor Garcetti’s previous international trade missions to Mexico, China, Korea and Japan. Furthermore, Cheung implemented the city’s strategic plan to make Los Angeles a global capital of clean technology by building the infrastructure to support research, development and manufacturing with key partners.
Concurrently, Cheung was the Director of International Trade for the Port of Los Angeles – the busiest container port in North America, and was responsible for developing programs to increase trade through the Port of Los Angeles, and facilitate goods movement through the Southern California region.
Cheung currently sits on the Board of Advisors of UCLA’s Luskin School of Public Affairs and Sister Cities of Los Angeles, while also serving on LA Metro’s Sustainability Council and Biz-Fed’s International Trade Committee. He has previously served on the Board of Directors of the Los Angeles Regional Export Council and the Los Angeles Business Council.
Stephen was born in Hong Kong and grew up in Los Angeles where he received both his Bachelor of Arts in Psychobiology and Master of Arts in Social Welfare from UCLA.

Judy Kruger is the Director of Aerospace and Advanced Transportation in the Strategic Initiatives and Industry Cluster Development Department. In her role as Director, Judy provides strategic direction and drives the execution of the LAEDC’s capacity building efforts in the Aerospace and Advanced Transportation industry clusters.
Judy has extensive experience in national and international economic development initiatives. She has developed, launched and successfully implemented sizeable programs in both the transportation and aerospace industries. In her most recent positions as a business consultant and strategic planner, she has worked with U.S. and foreign companies seeking to grow businesses in Europe, Asia, South America, Mexico, Cuba and the U.S. As the Vice President of Operations for Grupo Prodensa, a Mexican firm, Judy implemented the firm’s foreign investment, marketing, and sales strategy.
In addition, Judy served as the Strategic Planner and Business Development Manager at the Michigan Economic Development Corporation. In that role, she led the aerospace and defense business development focus for the state, coordinating project development and advocacy with local, state, congressional, and governors’ offices. Her responsibilities also included working with companies and prime contractors researching, identifying, and building growth markets, new opportunities and key partnerships.
Judy holds a Juris Doctor from Thomas M. Cooley Law School and a Bachelors of Arts in English Literature from Grand Valley State University.
Tyler LaFerriere
Economic Analyst, Institute for Applied Economics

Before joining LAEDC, Mr. Laferriere was a graduate student at Washington State University pursing joint degrees in applied economics and statistics. His graduate education also included internships with the Federal Reserve Board and USDA Economic Research Service in Washington, D.C., focusing in the former on consumer spending patterns and the latter on technological adoption models. Mr. Laferriere received his Master of Science degrees in Applied Economics and Statistics from Washington State University. He also holds a Bachelor of Science degree in Economics and Bachelor of Arts degree in Political Science from Gonzaga University.
